Toronto is an urban area spanning the western end of Lake Ontario and is considered the anchor of the Golden Horseshoe. So, it’s no surprise that the city of Toronto regularly has the highest volume of real estate transactions per year. In many cases, Toronto serves as the benchmark to which provincial and federal real estate prices are compared. Toronto’s dense population is due in part to the number of thriving industries in the area.
Why we’re watching Toronto
While manufacturing dominates in the surrounding Greater Toronto Area, the city is the creative centre of the province, with prosperous music, theatre, and film scenes. The headquarters of most of Canada’s major broadcast networks and media outlets are located in Toronto, too. Notably, it’s also the hub of Canada’s financial sector and is ranked among the top financial centres in North America. It’s also home to the headquarters of several national and multinational companies, and that wealth of industry makes Toronto the default destination for Canadians looking to advance their career.

People moving to Toronto in search of opportunities is nothing new, as Canadians have been migrating to the city for over a hundred years. The result of this long-term urbanization is a diverse set of communities, each with its own unique history, architectural style, and culture.
Whether you’re looking for a nineteenth-century brick home in the historic district of Cabbagetown, a sleek condo close to transit and the city centre in Liberty Village, or a multi-million dollar detached home bordering parkland in Rosedale, the city of Toronto has a neighbourhood to suit every lifestyle.
Pre-COVID real estate market
In the months leading up to the pandemic, the city of Toronto had a real estate market with double-digit growth year over year. This growth was spurred by the city’s uptick in population, which outpaced new housing starts every year. Even with growing prices, Toronto remains one of Canada’s most desirable places to own property. In February 2020, the average cost of a home in Toronto was $989,218. Detached homes sold for an average price of $1,485,304, while semi-detached homes and condos sold for an average of $1,208,073 and $722,675, respectively. Homebuyers at that time were competing in a market where multiple bids on a single property were expected, and offers without financing or inspection conditions were considered the new norm.
Impact of COVID-19
Similar to other cities in Canada, Toronto’s housing market came to a screeching halt in the latter half of March 2020, when sweeping public health restrictions and stay-at-home orders were put in place to combat the spread of COVID-19. The number of listings and sales both plummeted, and existing homeowners waited to see what would happen to the values of their homes. By the summer of 2020, buyers and sellers adapted to restrictions and the market began to rebound. According to the Toronto Regional Real Estate Board (TRREB), the City of Toronto’s average home price in the fourth quarter of 2020 rose 7% year over year, finishing at $966,575. Despite the pandemic, price drops, average home prices in 2020 overall finished strong, with 11% growth from 2019. The largest increase in price point came from the detached house type with a gain of over $148,000 (11.4%) on average. The slowest growth was experienced in the condo segment, where buyers were instead looking for increased space with remote work and the desirability for outdoor access. The lack of short-term rental capacity within the city centre continued to provide increased supply overall.
Future outlook
Real estate activity in the City of Toronto has continued to escalate through the first quarter of 2021. Aside from some affordability seen in the condo sector, all property types have seen a price increase at the start of 2021. In March 2021, condos were at an average price in excess of $707,000, a price point not seen since prior to the pandemic, in March 2020. March 2021 also saw a historic record number of transactions—5,100 transactions—which speaks volumes to uptick in real estate activity. It’s very likely that this could be the busiest spring market the city of Toronto has ever seen. With high demand and a sales-to-new-listings ratio above 75%, we expect the market to continue favouring sellers. Low interest and mortgage rates will continue to increase capacity for lending, which will likely only help to increase average home prices throughout the year.
It’s not a surprise why Fairlawn jumped to the top of the list of the best neighbourhoods to buy in Toronto. Nearby neighbourhoods, like Lawrence Park, Bedford Park and Nortown, have much greater name recognition in the city, but the less-known community of Fairlawn offers value and opportunity to enjoy the nearby Avenue Road lifestyle at a fraction of the price.
In Fairlawn, houses are mostly built as detached. You will see many new custom homes in neighbourhoods mixed with older, original residences. And in recent years, luxury condo development has also begun, capitalizing on the appeal of the Avenue Road commercial district, with its nearby hotels and small shops. The area also has an up-and-coming restaurant scene, anchored by established local favourites like Maker Pizza. Fairlawn is also known to be extremely family-friendly, with 57% of the households in the area having children.
Toronto has been long feeling the impacts of a tight housing market. And like many nearby areas in the city, prices in Fairlawn have remained competitive thanks to low inventory. The area has many older houses built on larger lots, which buyers like to renovate, and this area has seen increasing interest from years prior. The three-year growth in the area was only 9.51%, but last year alone, pricing climbed 12.87% to an average of $1,540,902.
“I’m expecting to see the trend of further development on older lots to continue, with newer single-family homes constructed,” explains local real estate agent Carlos Moniz. “The value offered in the area will also continue to drive interest. Compared to its neighbours, Fairlawn is a great deal for access to the same great lifestyle—and I anticipate it will increase in popularity in the coming years.”
Even if you’ve never been to Thorncliffe Park, chances are you’ve seen it: it was one of Toronto’s first high-rise neighbourhoods. Located in East York, just off of the Don Valley Parkway, it is known for its affordability as well as accessibility to downtown. It also offers highway access and bus routes connecting to the subway.
Thorncliffe Park is the only high-rise neighbourhood on our top list of places to buy in Toronto this year. When looking for a high-rise neighbourhood that suits pandemic living, Thorncliffe Park meets a lot of criteria. While the area does have close proximity to retail and dining, most notably through the East York Town Centre, some of the best local amenities come from the great outdoors, with the Don Valley trails and Leaside Park close by. This well-established neighbourhood also has a strong community spirit and is even host to one of the city’s oldest community gardens, where over a hundred plots are located for locals to use. Although the homes here are small, there is still plenty of opportunities for residents to find space outdoors.
Older high rises and smaller new units have made pricing in Thorncliffe Park significantly more affordable than the rest of the city. On average, pricing for homes here is in the bottom tenth of all Toronto prices, offering exceptional value and opportunity to jump onto the property ladder. For this reason, Thorncliffe Park has seen a steady increase in property values in recent years, growing 62.62% since 2015.
Like many areas with higher-density homes, Thorncliffe Park did see a decrease in interest in the height of the pandemic last summer, with sales climbing at slower rates than surrounding neighbourhoods. Despite this, pricing in this neighbourhood still grew by 6.53%, to an average of $606,325.
“In Thorncliffe Park, it’s all about the value compared to location,” explains Moniz. “Due to its proximity to downtown, highway access, and other desirable neighbourhoods like Leaside, and the fact that prices here are in the bottom tenth of the city, this is a clear choice for buyers looking for a deal. I’m anticipating that, due to the price point, we will see prices continue to rise in the coming years.”
For families, Port Union Village has it all. Located in Scarborough, in Toronto’s east end, Port Union Village is situated in the southwest end of the already-established Port Union neighbourhood. A new quaint neighbourhood, it was constructed in the early 2000s. This community offers a mix of detached townhomes built along a lakeside park. With 56% of households having children in the area, like Fairlawn, it’s full of families.
“Port Union Village is a hidden gem in the suburbs of Toronto,” explains Moniz. “It’s the perfect place for those upsizing from a condo, looking to settle in the east end, or for first-time buyers. Although you’re further from the city core, the nearest Go station is less than five minutes by car, so commuting is easy. In a city where the average home is priced over a million dollars, the neighbourhood offers great value for families.”
Demand in this neighbourhood had been steady long before the pandemic hit. With its price point being lower on average than the rest of the city of Toronto and offering larger homes than the city’s core, families have long been seeing value in the area. Over the past five years, prices have grown 57.1%.
Since the housing mix in the area closely matched what buyers were looking for during the pandemic, with larger homes and close proximity to green space, it’s no surprise that the area saw strong gains in the last year, growing 22.1% to an average of $985,628. With average prices under a million, we anticipate Port Union Village will remain an attractive neighbourhood for families and continue to be a place to wisely invest in real estate.
